SPC flooring is the category in cross-border building materials that looks most like a commodity. The spec sheets are identical, the samples match - and three months after installation you get lifted joints, broken locking tabs, and two batches of the same project that clearly do not match in colour. The difference is not visible in a sample photo. It is whether wear layer thickness, core density, locking licence and batch colour control were written into the contract.
This article follows the order a buyer actually hits: how to tell the four categories apart, which of the seven SPC parameters decide service life and cost, how the three industrial belts divide the work, the 12 parameters your quotation has to state, MOQ and container loading, what to watch at inspection, and the compliance gap between India and the United States.

1. Separate the four categories before you discuss price
When you search “SPC flooring supplier China”, the first job is not comparing prices - it is confirming whether you are actually being quoted SPC. These four categories get mixed into one comparison table constantly, and their cost and service conditions are far apart.

The one-line decision: want waterproof, high-traffic commercial, and mixed-container shipping - take SPC; want underfoot feel and quietness - take WPC; only when the budget is squeezed to the limit and the environment is dry should you consider laminate.
2. How SPC is built, and the seven parameters that set the cost
From the back up, SPC is usually: backing (IXPE/EVA) - SPC core (PVC resin + calcium carbonate + stabiliser) - decor film (printed) - wear layer (transparent PVC film) - UV coating. Service life and quoted price are decided by these seven.

One rule of thumb: every extra 0.1 mm of wear layer lifts factory cost by roughly 5-8%, and the finished-price gap between 0.3 mm and 0.5 mm usually lands at 15-25%. So a quotation that is “20% cheaper on the same decor” has almost certainly dropped one grade of wear layer - the factory is not giving away margin.
3. How the industrial belts divide the work: pick the region from the target market

In practice, the least troublesome combination is “Changzhou for the main SPC volume plus Guangdong for mixed-container support”: Changzhou owns the flooring spec and wear layer, while a Guangdong warehouse consolidates the container with lighting, hardware and packaging under one set of export documents.

4. The 12 parameters that must appear on the quotation
Do not compare the numbers first. Check whether these 12 items are present - if one is missing, the quotation cannot be compared at all:
- Structure and total thickness (including backing thickness);
- Wear layer thickness plus use class (per ISO 10874: domestic 23, commercial 31/32/33, light industrial 41/42);
- Core density (in g/cm3, not the words “high density”);
- Size and length/width/thickness tolerances;
- Decor film model and colour code (including batch number);
- Locking system and licence documents;
- Surface treatment and UV weight;
- Backing material and thickness;
- Packaging: pieces per carton, m2 per carton, gross weight, pallet spec and cartons per pallet;
- Certification: ASTM F3261 (US), CE / EN 14041 (EU), FloorScore or GREENGUARD Gold (indoor air), GB 8624 B1 (fire, domestic projects);
- Trade terms (which FOB port / EXW / CIF) and payment conditions;
- Lead time, plus the written position on slippage during peak season.
5. MOQ, loading capacity and production scheduling

The realistic answer to MOQ is not to force MOQ down, but to combine colours and sizes: three colours at 1,000 m2 each fill one 20GP, and you get better pricing and better scheduling than squeezing a single colour to 500 m2.
6. Six things to watch at inspection (with sampling rules)
Arriving when production is roughly 80% complete works best - earlier and you cannot see the batch, later and there is no time to rework.
- Colour: different batches of the same colour code must be sealed against an approval sample before production starts; at inspection compare against that sample under standard lighting, pulling 20 cartons at random across the container;
- Assembly: pull 20 planks at random, assemble 2 m2, measure joint height difference and gap width, then assemble and disassemble 10 times by hand to test the locking tabs;
- Thickness and wear layer: 10 measurement points per batch; cut a cross-section to confirm whether the wear layer is 0.3 or 0.5;
- Core density: weigh a single plank, divide by volume, compare with the approved sample;
- Packaging: 1.2 m drop test on one carton (face, edge, corner); check pallet stretch wrap and shipping marks;
- Documents: carton count, m2 per carton and total m2 must match the packing list, and certificate report numbers must be traceable.

7. India vs the United States: the two biggest markets play differently

For US orders, add two clauses to the contract: the locking licence certificate and the indoor air quality report number. If either is missing, the risk and the cost land on the importer.
8. How fees work, and the three most common traps
We charge 5-8% of the factory invoice value. Inspection is RMB 700-2,000 per order, factory audit RMB 1,500-3,500 per factory, and consolidation storage and lashing are billed at cost.
- Comparing only the per-square-metre price. 0.1 mm of wear layer is 5-8% of cost and can be 100% of service life - commercial floors show it fastest.
- Leaving batch colour variation out of the contract. On a project order, the second replenishment batch arrives, the colour is out of spec, and the whole batch goes back - return freight often costs more than the goods.
- Using an unlicensed locking profile on US or EU orders. If customs stops it or a patent suit follows, the liability sits with the importer, not the factory.

Q1: SPC or WPC - which one do I pick? For high-traffic commercial use (shops, malls, offices), pick SPC with a wear layer of 0.5 mm or more. For residential where underfoot feel and quietness matter, pick WPC. For kitchens, bathrooms and basements - anywhere water is the risk - SPC is safer. Only consider laminate when the budget is tight and the environment is dry.
Q2: Can MOQ go lower? On stock colours there is room between 500 and 1,000 m2. A new printed decor film requires 1,000-3,000 m2. The more realistic route is combining several colours into one container rather than forcing a single colour below MOQ.
Q3: Which numbers should I watch on the quotation? Wear layer thickness, core density, total thickness and tolerance, colour code (with batch), and m2 per carton. Those five decide your actual installed cost, your claims rate, and whether a replenishment order will match.
Q4: How do I arrange inspection, and how much is sampled? Arrive at around 80% production completion, sample at AQL general inspection level II, plus 20 planks dry-assembled, 10 thickness points, and a carton drop test; you receive a report with photos and measured values.
